Carin Otero is deputy chief human capital officer at the U.S. Department of Labor, where she has led workforce strategy and human resources operations since 2021. Before joining the Department of Labor, she served as deputy chief human capital officer at U.S. Immigration and Customs Enforcement and as deputy assistant secretary for human resources management at the Department of Veterans Affairs, where she oversaw policy development across recruitment, classification, compensation, employee relations, and performance management. Earlier in her career, Otero spent nine years at the Department of Defense, directing strategic recruitment programs that connected veterans, transitioning service members, and higher education partners with civilian career opportunities, including leadership of the DoD Veterans Employment Program Office and the Hiring Heroes Program. She began her federal career as a program manager at the U.S. Department of Commerce, where she developed leadership and strategic recruitment initiatives. Otero earned her B.A. in labor and industrial relations from Penn State in 1982.
